Or any character that knows a ton of shit that the reader doesn't. Varys, I guess. Or, fuck it, I'll go even more ambitious: Bloodraven.

Cersei in AGoT, especially the scene where she tries to seduce Ned.
Ramsay.
Roose POV would be nice, but it'd reveal too much propably. Same with Varys, LF, Bloodraven and NK etc.

Robb Stark. I believe GRRM made the comment that he regretted not doing a Robb POV.
Stannis. It's shocking to me that out of key Baratheon characters (Robert, Stannis, Renly, Gendry, Shireen, and if you want to count Joffrey, Myrcella and Tommen) that not a single one of them has had a POV.
